The Consortium for Elections and Political Process Strengthening (CEPPS) is initiating a Youth Advisory Council (YAC) as part of the Democracy, Human Rights, and Governance (DRG) Empowerment and Inclusion Project (DEPP). This council will provide guidance on strengthening youth-centered goals within CEPPS’ programs, specifically under the DEPP Leader with Associates Award (LWA), to make an impact on diverse youth communities globally.
The YAC will operate over a 10-month period, running approximately from December 2024 to September 2025, and will assist CEPPS in shaping initiatives that promote sustainable and meaningful youth involvement in DRG efforts.

CEPPS’ Focus on Youth Engagement
CEPPS prioritizes engagement with youth aged 18 to 30, adhering to a Positive Youth Development (PYD) framework that embeds youth-specific actions within its programs. By adopting a technical inclusion model, CEPPS fosters youth participation in democratic processes and promotes leadership opportunities, guided by core principles that include:
- Acknowledging Youth Diversity: Recognizing that youth are not a monolithic group, CEPPS designs programs that respect their varied identities and experiences.
- Collaborative Involvement: Youth voices are integrated at every stage of program development, using consultative processes to ensure multigenerational inclusion and political participation.
- Sector-Spanning Connections: CEPPS facilitates pathways for youth to engage in decision-making across multiple sectors.

Benefits for YAC Members
During the 10-month term, YAC members will work with CEPPS on several key initiatives, such as:
- Enhancing Youth Inclusion Strategies: Evaluating and updating CEPPS’ youth engagement frameworks.
- Supporting Partner Initiatives: Assisting CEPPS partners in incorporating youth perspectives within project design and tracking progress.
- Contributing to Overarching Goals: Integrating youth interests into major policy and program priorities.
- Developing Learning Tools: Creating resources and events to boost awareness and action on youth engagement issues.
Upon fulfilling their duties, YAC members will receive a $3,000 stipend as compensation for their contribution.
Eligibility Requirements
Applicants should meet the following criteria:
- Age Requirement: Must be between 18 and 30 years old.
- Regional Eligibility: Applicants should be residents of Europe/Eurasia, the Middle East/North Africa, Latin America and the Caribbean, Africa, or Asia.
- Leadership in Civic Engagement: demonstrated experience in civic or political leadership.
- Understanding Youth Participation: familiarity with strategies to promote youth involvement in civic or political fields.
- Sector Engagement: Experience in fields like health, business, social inclusion, education, peace, environmental sustainability, etc.
- Project Development Skills: A history of creating and managing projects to increase involvement among youth and marginalized groups.
- Inclusive Approach: Knowledge of intersectional strategies to include diverse youth.
- Collaboration with Stakeholders: Experience collaborating with civil society, academia, government, business, or development organizations.
- Research Skills: Research, monitoring, or evaluation experience is a plus but not mandatory.
- English Proficiency: Competency in English for communication.
- Interpersonal Abilities: Strong skills in communication, collaboration, self-direction, and creativity.
- Internet Accessibility: Reliable access to the internet.
